Despite the ethical, legal, and strategic issues surrounding the use of drones, the Trump administrations has weakened relevant principles, guidelines, and policies. The result is less transparency and accountability for the drone program, as well as an increase in the frequency and geographical spread of US drone strikes. In this report, the Stimson Centre puts forward 18 recommendations to the US Congress and the Trump administration, which aim to ensure accountability and proper use of drones.
